Project name: National Capacity Self Assessment

 

Background
Over the past decade, natural resource managers and environmental policy makers in Guyana have recognised that environment and natural resource issues are rarely sector-specific. Problems, their root causes and their solutions are to be found in a wide range of interlocking biophysical and socio-economic processes. Despite this realisation, the related institutional framework for administering natural resources in Guyana remains highly fragmented and sector based, suffering from poor cooperation and inadequate information sharing.

Building the national capacity to coordinate environmental management and the capacity to implement related programmes are key requirements for Guyana to fulfil its obligations under international environmental agreements as well as its own national sustainable development goals.


Objectives
The overall objective of this project is to identify and characterise critical capacity constraints relevant to effective environmental management in Guyana and to develop a plan of action to address these constraints. Specific objectives are:

    • To identify, confirm and review priority issues for action within the thematic areas of biodiversity, climate change and desertification and the related international instruments.
    • To explore capacity needs within and across the three thematic areas of biodiversity, climate change and desertification.
    • To develop a national strategy and action plan that outlines capacity building priorities and specific opportunities relevant to global environmental commitments.
    • To provide a solid basis for the coordination and preparation of requests for future external assistance.
    • To link country action under international conventions with the broader national environmental management and sustainable development framework.
    • To monitor, evaluate and adjust implementation of the strategy and action plan as part of a process of continuous improvement.


    Achievements and expected results
    Stock-taking, Thematic and Cross-cutting capacity assessments, the NCSA report and action plan were completed. The implementation of the action plan will be monitored over the next 6 months.
